STUDY AND ACTION PLAN FOR PROMOTING FRUIT & VEGETABLE PROCESSING INDUSTRIES IN THE STATE OF ARUNACHAL PRADESH 
 

North Eastern Development Finance Corporation Ltd. (NEDFi) an ISO 9001:2008 Company with specific mandate for the development of the North Eastern Region by providing credit and other support facilities to industry, infrastructure and agro processing sectors, proposes to engage consultant. 
 

Expression of Interest (EOI) is accordingly invited from reputed consultant/consulting firm to provide services in the following areas: 
 

SCOPE OF WORK

 
 

The study shall cover the following: 
 

4.1 Project Identification based on the following broad parameters:

  1. Details of the quantity of the source of raw material for fruits and vegetable processing sector i.e. location wise, month wise and marketable surplus thereon
  2. Existing channel of marketability of the products
  3. Scope for value addition of the products with the details of the targeted market i.e. state – regional- national level for domestic market.
  4. Export potential of the value added products to neighboring countries
  5. Suitability of the technology
  6. Employment opportunity
  7. Availability of infrastructure and utilities in the region. Up gradation of existing processing units for immediate utilization of the raw materials.
  8. Identification of locations for setting up of fruit processing parks.
  9. Identification of the latest processing technology based on crops like orange, apple, kiwi and ginger to explore the markets of ASEAN countries.

 
 

4.2. Identification of opportunities for growth of horticulture Sectors 
 

  1. Identification of the principal crops district wise which should be taken up for cultivation with reference to its suitability and potential for commercial exploitation. Special focus on temperate crops like apple, kiwi, walnut and off season vegetables and their processing may be given to make them more competitive.
  2. Identification existing lead growers / farmers district wise with the details of their produce. District wise maps to be provided with locations of the growers with road links available.
  3. Identification of geographical locations where the activities can be taken –up on cluster basis with identification of the targeted crops
  4. Identification of the gaps which need to be addressed for development of the above mentioned initiatives,  alongwith the identification departments / govt. schemes through which these gaps can be addressed
  5. Suggest on the potential of organic farming in Aruanchal Pradesh with a target to export to developed countries like Europe and USA.
  6. Explore feasibility of promoting projects for the above.

 
 

4.3  The studies shall provide: 
 

  1. Existing channels of market for the raw material produced, district wise, with the volume of sale (both in quantity and in rupee term) at least for last 3 years.
  2. At least one District level stakeholders meeting to be arranged and observations received to be discussed in the meeting. This should be followed up with a state level stakeholders meeting.
  3. The district level data validation is to be done through the respective Officer-in-charge of DICs
  4. Justification for selection of the fruit & vegetable processing project district wise.
  5. Suggested installed capacity and a production programme
  6. Alternate sources of technology
  7. The value chain analysis and cold chain management
  8. Details of plant and machinery with the address and contact information of the machine manufacturer
  9. Details of infrastructure, utilities and other inputs required for the identified projects.
  10. Potential Market for the processed/ value added products of fruit & vegetable i.e. both domestic and international
  11. Manpower and skill requirements
  12. Project profile for minimum 20 types of industries based on the fruit & vegetable processing, estimation of investment cost and the source of finance, identification of the technology and manufacturing process, specification of the plant and machinery, and other  requirements alongwith  profitability estimates-project wise
  13. Emphasis more towards development of Infrastructure like setting up of common sorting, grading facilities, pack house, cold storage and refrigerated van at suitable location for maintaining the quality of the product till it reaches the market.

 
 
 
 
 
 
 
 

4.4   An Action Plan will include: 
 

  1. Development of Horticultural Sector:

 
 

  1. Identification of the major horticultural crops, district wise, as per its commercial suitability, which government should concentrate for its growth.
  2. Identification of the govt. policies and incentives through which government can promote the horticultural products.
  3. A roadmap for development of horticultural sector which in turn will be the source for the fruit and vegetable processing sector

 
 

  1. Development of fruit & Vegetable processing sector:

 
 

  1. Identification of feasible locations for setting up of  fruit and vegetable processing  units with  the identified products
  2. Infrastructure availability for the identified locations and government initiatives required for development of the same.
  3. Prepare road map for the effective steps to be taken up by the Government within a specific timeframe for promotion of fruits and vegetable processing sector. This will include all infrastructural facility including connectivity, power, cold chain management or any other issues that needs to be incorporated.
  4. While devising the road map, the prospects of growth of direct and indirect employment is also to be indicated.
  5. Identification of locations for setting up of Fruit and vegetable processing park vis-ā-vis the role of different stakeholders including that of the support activities required from the government.

 
 
 

    4.5 The study will cover the state of Arunachal Pradesh in particular but will examine the linkages it can develop with rest of the North Eastern India. 
     

ELIGIBILITY CRITERIA

 
 

Consultant/Consulting firm who are primarily in the business of this segment with proven track record, will be short listed on the basis of following parameters: 
 

  1. Past Experience of the firm
    • Number of years of experience
    • Past Experience of studies of similar nature
    • Past Experience in carrying out studies in related sectors.
    • Studies carried out in NE India
  1. Experience of Key Personnel
    • Qualifications
    • Relevant Experience

 
 

  1. Financial Strength of the Consultant/ Consulting firm
    • Turnover figure for Last three years
    • Net Profit Figure for Last three years

 
 
 

DOCUMENTS TO BE SUBMITTED ALONGWITH EOI

 
 

    Expression of Interest should accompany the following documents: 
     

    1. Audited/certified copies of balance sheets of last three years
    2. Experience profile and other details mentioned in “Eligibility Criteria” above
    3. Letter of association/JV agreement etc. (in case of JV)

The EOI accompanied with above documents should be sent to the
